In a few cases, a character is all talk for more relatable reasons, such as their noble idealism outpacing their strength or hiding sympathetic insecurities.

10 Spinner (My Hero Academia)

Spinner was introduced in My Hero Academia as one of the weaker League of Villains members. He idolized Stain the hero killer and claimed that he would help carry on Stain's mission to slay unworthy heroes, but Spinner was in no position to actually do that. He was little more than a fanboy, actually.

Spinner's only offensive power came from an oversized sword that Deku soon destroyed, and Spinner hasn't done much to threaten the heroes since, not even with his heteromorph Quirk. However, he can still be useful as a getaway car driver, even when the police are pursuing him.

9 Lilynette Gingerbuck (Bleach)

The ten Espadas in Bleach were all powerful fighters with deadly minions of their own, but Lilynette Gingerbuck, Coyote Starrk's sidekick, was different. She appeared as a young girl with a scary-looking Hollow mask fragment on her head, and she even had a curved sword, but it meant nothing.

Lilynette had little to no combat power, and Captain Jushiro Ukitake actually felt bad for her, refusing to harm a single hair on her head. The hot-tempered Lilynette declared that she would kill Ukitake and made a big fuss about it, yet she stood no chance. Instead, her real purpose is to store Coyote Starrk's true power, Los Lobos, as a living zanpakuto of sorts.

8 Konohamaru Sarutobi (Naruto)

When he first appeared in Naruto, Konohamaru was all talk, not unlike his new shonen rival Naruto Uzumaki. Konohamaru didn't like standing in his Hokage grandfather's shadow, but he also had limited skills and couldn't back up his big words.

However, Konohamaru had a big heart, and his dream to become Hokage, despite being a borderline pipe dream, was sympathetic. So, Naruto agreed to befriend and train Konohamaru as a friendly rival. Later on, Konohamaru's bite caught up to his bark, to the point he could use the Rasengan in Naruto Shippuden.

7 Damian Desmond (Spy X Family)

Damian Desmond the tsundere boy was introduced in Spy x Family as a petty bully who threw his weight around by name-dropping his powerful father, Donovan Desmond. Damian didn't like Anya Forger, and he kept acting tough and superior around her in an arrogant attempt to put Anya in her place. Damian acted like he was in a totally different league than Anya.

However, Damian knew deep down that it wasn't true. He was intensely insecure, with his much older brother Demetrius getting all of their father's attention and approval, so Damian made up for it with his boastful words. Damian keeps acting like he'll crush Anya, but he won't actually do anything bad to her, and might even work with her on occasion.

6 Aqua (Konosuba)

Most of the protagonists in Konosuba, an isekai satire series, are all talk. Megumin is a boastful chuniby who can only cast one explosion spell per day, and Darkness acts like a noble crusader but would rather get beat up than defeat her enemies. Then there's Aqua, a juvenile goddess who's hardly a divine savior.

Aqua is vain and likes to throw her weight around, but during most quests, she can't do much to help. Aqua's incredible divine skills are usually irrelevant, and she needs constant rescue, such as when giant frogs swallow her whole. Aqua's stats and words may be impressive, but her performance as an adventurer lags far behind.

5 Mumen Rider (One-Punch Man)

A variety of One-Punch Man characters are all talk and no action, especially if they're facing Saitama himself. Even then, Mumen Rider the C-ranked hero is truly all bark and no bite, since he can't do much in mortal combat against anyone whatsoever.

Mumen Rider's Justice Crash does nothing, and his melee skills are minimal. However, he will still deliver speeches like a great hero, such as when he stared down the monstrous Deep-Sea King, which inspired all the onlookers. In Mumen Rider's defense, he has a strong, noble heart as a hero – the problem is his body can't deliver on those promises.

4 General Raven (Fullmetal Alchemist: Brotherhood)

Based on what fans saw of him in the Fullmetal Alchemist: Brotherhood anime, General Raven is all talk and no action. Raven, like several of his fellow officers, was in on Father's plan and intended to sacrifice most people in Amestris to create a promised land for the chosen ones.

General Raven visited Fort Briggs and even gave Sloth orders to resume digging the circular tunnel, then spoke to Major-General Olivier Armstrong. He tried to talk her into joining Father's plan, but a disgusted Armstrong merely attacked him and let him sink into wet concrete, never to be seen again.

3 Matt (Death Note)

Matt played a minor role in Death Note's second story arc as Mello's friend and helper. Matt spied on Misa Amane on Mello's behalf, and when Mello made his move to capture Kiyomi Takada, Matt distracted Kiyomi's bodyguards in a bold move.

Matt was soon surrounded, and he stepped out of his car. He tried to talk his way out of it, claiming he'd be a valuable hostage for interrogation, but Kiyomi's bodyguards merely gunned him down without a word. Matt's actions did help Mello get away, but it cost him everything, and his plan B went nowhere.

2 Gabiru (That Time I Got Reincarnated As A Slime)

Most of Rimuru Tempest's allies and friends in That Time I Got Reincarnated as a Slime were powerful fighters who let their actions speak for themselves, but not Gabiru the lizard-man. He was introduced as the arrogant prince of his people, and he was a reckless army leader who almost got all his troops killed.

After joining Rimuru in exile, Gabiru kept up his vain antics, presenting himself as a legendary hero whom Rimuru was lucky to know. However, Gabiru was still one of Rimuru's weakest and most foolish followers, though he eventually trained and started to perform for real.

1 Motoyasu Kitamura (The Rising Of The Shield Hero)

Motoyasu Kitamura the Spear Hero wasn't 100% bark and 0% bite, but he still let his arrogance and big words get the best of him time and again. Even if he had genuine power as the Spear Hero, he took his isekai adventure too lightly, as did the Bow and Sword heroes, who treated the whole thing like a fun JRPG.

Motoyasu kept challenging Naofomi Iwatani and failing, even with the scheming princess Malty backing him up. Naofumi soon realized Motoyasu was an irresponsible and overconfident Cardinal Hero who wasn't fully prepared for this adventure, and that trend continued in Season 2.
